Mesure de soutien au travail autonome (STA)
(Self-Employment Support Measure)
Program and Type of Support
The STA Measure is a program geared towards individuals receiving unemployment insurance benefits, social assistance, or a low income.
The Measure allows individuals intending to start a business to receive unemployment insurance benefits from Unemployment Quebec for up to 52 weeks. The first 12 weeks are dedicated to finalizing the entrepreneur’s business plan, a service offered within the framework of a training program.
Eligible Individuals
Eligible individuals are unemployed and/or have received unemployment insurance benefits over the last three years.
The following sectors will be favoured:
Manufacturing
Tourism
Major Service Industries
Some sectors, however, are excluded from the Measure. A list of excluded sectors is available at the CLD.
Project Selection Criteria or Financial Support Requests

Entrepreneurs must summarize their project on a form provided by Employment Quebec and submit it to a selection committee. Projects selected will be those that are viable, do not include highly competitive sectors, and have the best economic potential.
Entrepreneurs can also submit their business plan to other available funding programs.
